Chain of custody
How an order moves: think, gate, do.
Think seat: Grok
Writes the list, the check, and the refusal. Does not ship.
↓
Gate: Igor
Pastes an order once. Answers a gate decision. Closes on a fresh fetch.
↓
Do seat: Orion, chief of staff
Routes only. Does not decide scope.

Order goes to Orion only.
A gate decision may come from the seat doing the work.
Close after a fresh fetch, not a green check.
